Educational Background
Dr. Vincent Olatunji obtained his first degree in Geography from Ondo State University (now Ekiti State University) and went on to earn a Master’s degree and Doctorate in Geography and Planning from the University of Lagos, as well as an Advanced Diploma in Computer Studies at Federal College of Education (Technical), Akoka. Dr. Olatunji is a Certified Public-Private Partnership Specialist (IP3) and a PECB Certified Data Protection Officer.
Professional Career
He has over 36 years of experience in the public sector. He joined the National Information Technology Development Agency (NITDA) in 2002, working in various departments and rising to Director in 2014 and Acting Director-General in 2016. He was the Director of eGovernment Development and Regulations, where he successfully mainstreamed the development and launch of various Policies, Guidelines, and Frameworks such as the Nigeria Inter-Operability Framework, Nigeria eGovernment Enterprise Architecture, Cloud First Policy, Government Digital Service Policy, Nigeria Data Protection Regulation, and Smart Initiatives Framework to enhance Nigeria’s digital transformation. He also chaired the implementation committees of some of them. He is a member of many committees of experts.
He was listed among the 100 Leading Telecom and ICT Personalities in Nigeria by the Association of Telecommunication Companies of Nigeria in April 2018; an eminent recognition as one of the top 50 Digital Economy enablers in Nigeria, 2023 and 2025; appointed as Country Chief Data Officer Ambassador by the Massachusetts Institute of Information Management; and enlisted as a member of the Forbes Technology Council, 2023.
In July 2024, he was nominated for the Giovanni Buttarelli Award through the Global Privacy Assembly; in December 2024, he was appointed as an ID4Africa Deputy Ambassador for Nigeria; and in April 2025, he was appointed as the Chair of the Anglophone Countries’ Committee of the Network of Africa Data Protection Authorities. He has also won several awards from public and private sector organisations.

A distinguished engineer with a PhD in Telecommunications, Electronic Systems and Multimedia Engineering, he brings more than 20 years of experience in digital policy, regulatory frameworks, Internet governance, and ICT for development.
His work focuses on advancing Africa’s digital transformation through the development of digital policies and strategies, digital infrastructure, digital economy initiatives, digital identity systems, and emerging technologies, including Artificial Intelligence (AI), the Internet of Things (IoT), blockchain, and other frontier technologies.
Dr. Seck has played a leading role in the development of several continental frameworks, including the African Union Digital Transformation Strategy for Africa (2020–2030), the African Union Artificial Intelligence Strategy, and the African Union Convention on Cyber Security and Personal Data Protection (Malabo Convention). He has also collaborated with governments, regional institutions, development partners, academia, civil society, and the private sector on initiatives aimed at accelerating Africa’s digital transformation and leveraging innovation for sustainable economic growth and social development.
As UNECA’s focal point for the World Summit on the Information Society (WSIS) and the Internet Governance Forum (IGF), Dr. Seck has been instrumental in strengthening Africa’s voice and influence in global digital governance processes. He has led and supported the African Internet Governance Forum (AfIGF) and contributed to the development of coherent African positions on key global digital policy issues. His engagement spans major international processes, including the Internet Governance Forum (IGF), the Global Digital Compact (GDC), the WSIS+20 Review Process, global data governance initiatives, and international dialogues on Artificial Intelligence. Through these efforts, he has advanced Africa’s participation and leadership in shaping inclusive, equitable, and developmentoriented digital governance frameworks.
Before joining UNECA, Dr. Seck held senior leadership positions in Senegal’s regulatory and industrial sectors and served as a senior researcher in France, where he authored a European patent. He is a recipient of Senegal’s highest scientific distinction and a member of the Senegalese Academy of Sciences. Dr. Seck remains committed to supporting African countries in harnessing digital transformation, innovation, and emerging technologies to accelerate sustainable development, economic diversification, digital inclusion, and financial empowerment across the continent.

She was the Head of Sales, Middle East and Africa, Meta and Country Manager & Regional Sales Director for the West African branch of Avan Communications Group PLC. Egerton-Idehen was born and raised in Lagos, Nigeria. She has worked in the telecommunications industry in Africa for more than 17 years. Being one of the few females heading key business areas in the tech industry has exposed her to numerous professional and personal challenges peculiar to women.
Spurred by discussions with fellow female executives round the globe, she organized a forum at Ericsson in which emerging and experienced female leaders could support each other in developing their careers. The overwhelming success of the forum led her to found Women and Career to reach women beyond her organization and to support girls seeking careers after school.
In March 2020, she published a book, Be Fearless: Give Yourself Permission To Be You. She drew from her more than 15 years of experience as a telecommunication executive in Africa to help women build lasting careers, especially in the male-dominated STEM industries.
Egerton-Idehen has continued to be actively involved in speaking to girls and women about STEM careers. Christabel Mebaghandu is an International Cyberdiplomat and Internet Engineer. She is the youngest elected GNSO Council member of the Internet Corporation for Assigned Names and Numbers (ICANN) which coordinates Domain Names and Internet Protocol (IP) Addressing globally. She holds a Bachelor of Science (Hons) in Computer Science from the University of Port Harcourt. Her work advances digital evolution via leadership and contributions in the Institute of Electrical and Electronics Engineers (IEEE), the Internet Society (ISOC), the Internet Engineering Task Force (IETF) and other professional institutions. Beyond these contributions, she serves as Chief Technology Officer at the Civil Centre for Peace, Justice and Development, where she leads the organization’s technology strategy, enterprise systems, and telephony. ‘Gbenga Sesan is the Executive Director of Paradigm Initiative, a pan-African social enterprise working on digital inclusion and digital rights, with offices in Cameroon, Kenya, Nigeria, Senegal, Zambia and Zimbabwe. A 2008 Ashoka Fellow, he served on Nigeria’s Presidential Committees for Harmonization of the Information Technology, Telecommunications and Broadcasting Sectors (2006) and the Roadmap for the Achievement of Accelerated Universal Broadband Infrastructure and Services Provision (2013). He served as Vice Chair of the African Technical Advisory Committee for the United Nations Economic Commission for Africa, was appointed to the inaugural High-Level Leadership Panel of the Internet Governance Forum (IGF) by UN Secretary-General António Guterres in August 2022, is a member of the International Panel on the Information Environment’s Scientific Panel on Global Standards for AI Auditing, and serves as the Chair of the Standard Organisation of Nigeria’s National Technical Committee on Digitally Delivered Services.
‘Gbenga was a Digital Civil Society Lab Fellow at Stanford, and advised the World Health Organisation and the World Economic Forum on Data Privacy from 2020 to 2021.
